Fewer and less follow the exact same countable vs uncountable rule as amount and number, and it is one of the most commonly broken grammar rules in English, even in store signs.

Fewer

quantifier (countable)

Fewer is used with countable nouns, things you can count individually.

  • I made fewer mistakes on this test.
  • There are fewer cars on the road today.

Less

quantifier (uncountable)

Less is used with uncountable nouns, things measured rather than counted.

  • Try to spend less time on your phone.
  • This recipe needs less sugar than the last one.
